I think it is a little of both, if you have the right gun, the right ammo and the right pressure source and you cant aim or cant see through the fog the best gun isn't going to help you at all.
If you are a competent player with a poor quality gun that is chopping balls and shooting ice you are only as good as the hardware.
The Sim-15 is bigger than most guns, but properly equipped(Qloader, remote air) it will be a lower profile target than any standard hopper based gun.
And as with any sport, you have to be fimilar with the equiptment and practice makes perfect.

of course if they have a endless supply of paintballs and they are keeping you pined down they can walk right up top you . Belive me I know I have done this a few times . I know it a combo of both but a guy with a splatmaster VS a guy with a DM4 . Or any other gun can;t compeet -Rob

Here's how i see it. Let's say that all players get a rank in skill from one to ten. If a 5 using an angel faces a 9 using a tippmann, the 9 will still probably win.
A better gun doesn't boost someone into a higher league of players, it merely gives an advantage over players of the same skill.
So if two 6's face each other and one uses an autococker (or something) the one with the autococker would become a 6.3 (or whatever). This doesn't give the 6.3 automatic victory, it just gives a bit of a boost.

True its the player not the gun but ur gun has to perform to a certain extent. But u r also supposed to take care of it so that it doesnt break in a game. But skill wise it the Player not the gun. A shaggy-headed kid with an oversized chest protector needs to be taught this lesson. ( If u see him you will know who im referring to)

I say its the player. I saw Ryan belly crawl up really close in city assualt, pop up and take 6 people out with his tippman 98. He would have taken another few out, including myself, if he wasn't friendly fired from behind.

i am the perfect example of its the player not the gun i played with a pump gun a brass eagle one at that and on the speedball field i took fifty ever game during city assualt I was the first to the city. (thanks to the smoke) so it is the player not the gun.
